Which method should I use?

Optimise structure rewrites the PDF’s internal bookkeeping more efficiently without touching a single pixel. Nothing is lost — text stays selectable and searchable — but the savings depend entirely on how wastefully the original was written. Some files shrink by a third; others barely move.

Convert pages to images re-renders every page as a JPEG. This is what actually gets a bloated PDF under an upload limit, and it works especially well on scans and image-heavy documents. The cost is real: the text becomes a picture of text, so it can no longer be selected, searched or read by screen readers.

When not to rasterise

Avoid it for anything that needs to stay searchable, accessible, or legally intact — contracts you will need to quote from, documents going through automated processing, or anything a screen reader user will open. For those, use optimise, or reduce the source images before exporting the PDF in the first place.

Why the file was big to begin with

Nearly always photographs. A phone camera page-scan can be several megabytes on its own, and scanning software often embeds images at far higher resolution than anyone will ever view them at.
